We learn that Winona left Raylan for Gary 6 years ago. When she asks Raylan why he's there, he launches into the story of how he went to Nicaragua to find a money launderer named Roland Pike. That's where he met the cartel's gun-thug, Buckley, also looking for Roland. Buckley disarmed Raylan and asked where Roland was. When Raylan was unable to answer, Buckley killed another man by lighting a stick of dynamite in his mouth. This is why Raylan gave Buckley the ultimatum in Miami and killed him.
What worries Raylan is that even if Buckley hadn't reached for his gun as the countdown expired, Raylan would have shot him. He is surprised, because he never thought of himself as an angry man. Winona tells him that he does a good job of hiding it, but he is "the angriest man [she has] ever known."
